On June 19, 2019 CHP Officer Michael Panlilio responded to a request for assistance by the Sacramento Police Department at a Sacramento residence. He was advised that Officer Tara O'Sullivan had been shot and was lying in the backyard of a residence. Attempts to rescue her were met with gunfire from the barricaded suspect. Officer Panlilio responded to the scene and without hesitation began working with officers on the scene. The suspect was using a high powered rifle, capable of penetrating ballistic issued vest material. The suspect was shooting form an elevated position obscured behind the walls of the home and using security to monitor the positions of the on scene law enforcement officers. Despite the extreme danger, Officer Panlilio made the decision to leave his position of safety and join the effort to rescue Officer O'Sullivan. He entered the armored vehicle which came under fire as it breached the backyard fence and was positioned between the gunman and Officer O'Sullivan . Officers Panlilio and Deputy Richard Nielsen SCSO left their place of safety behind the armored vehicle and retrieved Officer O'Sullivan. They carried her back to the vehicle. As the armored vehicle retreated it became disabled. and was till in the line of fire. Officers Panlilio and Deputy Nielsen carried O'Sullivan 30 feet away to safety. The gunman continued firing at the officers. They were able to get O'Sullivan into a police vehicle and directed that they be driven to US Davis Medical Center. En route Officer Panlilio used his medical training to guide Deputy Nielsen in helping him perform two person CPR. Unfortunately Officer O'Sullivan succumbed to her injuries Even though the officer lost her life Panlilio's efforts and bravery to try to save her life stand out as extreme efforts in life saving
